Speed Limits on Trade Talks

A U.S. trade deal requires agreement with another country and with Congress. Often, when the other countries are ready, the Congress is not; or vice versa. With a fully committed U.S. president, it can be difficult. With an indifferent or skeptical U.S. president, it becomes nearly impossible.
