Is Unilaterally Declaring International Economic War an Impeachable Offense?

President Trump's imposition of steel and aluminum tariffs and his goading other countries to start a trade war constitutes a misuse of our country's major asset -- its economy and evidence of serious incompetence. This action arguably represents an impeachable offense -- one Congress must address.
